International Radio Regulations are set by decision of nearly 200 administrations worldwide, during ITU-R World
Radiocommunication Conferences (WRC). These WRC decisions are ratified as international law and are made by considering appropriate
frequency spectrum allocations as well as the rules and conditions for the use of spectrum.
For more than 20 years, our entity at Astrium, Navigation Systems & Applications, has been supporting several favourable
changes for satellite programmes, enabling the operations of interference-free and legally protected radio links in satellite systems.
We are present in all relevant committees to support frequency spectrum planning & regulatory affairs for satellite system development in the domains Communication, Navigation & Earth Observation.

are acting as German Delegate to meetings of affected ITU-R Study Groups and Working Parties as well as to Working & Policy Groups
preparing the World Radiocommunication Conference 2012 within CEPT.

Activities in Frequency & Regulatory Affairs
By adapting international radio regulations to system needs, we have provided a wide range of regulatory support to innovative system
developments, such as Globalstar, MediaStar and Galileo.
Frequency spectrum negotiation:
Additional spectrum is a crucial asset to follow the growing demand for satellite service capacity worldwide, interconnecting
Europe with its most important economic and political partner countries. We at Navigation Systems & Applications support the
processes to ensure that additional frequency spectrum is allocated as needed to satellite communication services in the mobile, fixed &
broadcasting satellite services.
Support to the European Commission (EC) on the Galileo spectrum:
- Main support has been and is continuously provided to the EC since WRC 2000 in Istanbul, having achieved a significiant amount of
additional frequency spectrum for Galileo, which enabled the navigation system to increase the number of innovative
signal transmissions.
- We are initiator and founding member of the EC Galileo Signal Task Force, which has been established by the EU Member States to define
the Galileo signal and frequency plan.
- We have supported the EC in various bi-lateral negotiation groups to ensure RF compatibility of Galileo with all present operating GNSS.
With our support, additional frequency spectrum was allocated at WRC 2007 to foster the operation of the new high-performance radar instrument
on board of the next generation of TerraSAR-X.
We also support the creation of a CEPT wide regulatory framework for the operation of Pseudolites, providing
local augmentation to satellite navigation systems and several
variations of
indoor navigation solutions. All of which are based on the
availability of appropriate frequency spectrum that allows interference-free sharing with the incumbent radio services that
are already in the bands.
Signal compatibility campaigns:
Over several years, we initiated and performed major compatibility measurement campaigns to determine the band sharing
capabilities of Galileo signals with large primary surveillance radars as well as wind profiler radars in close cooperation
with the German Regulator (BNetzA), military and other affected parties.

Another measurement campaign under ESA contract was initiated and performed to demonstrate the very critical sharing conditions of
Broadband Wireless Access (e.g. WiMax) systems sharing spectrum of the FSS C-band allocations.
Support, in terms of frequency planning & corresponding regulations, is further provided to the identification of appropriate frequency spectrum
for the use of unmanned aircraft vehicle systems (UAS) when flying through non-segregated air spaces under standard flight plan
conditions.
The entity of Frequency Spectrum & Regulatory Affairs at Astrium is headed by an EADS Senior Expert cooperating closely with regulatory experts
and policy makers in all other EADS Business Divisions.
